How to add missing timestamps rows with zero

I have time and date coloumn where there are few seconds that is not there, I want to add those missing seconds rows. Please tell me how to do it. Here is image for your reference.

Here as you see there is no data from )7:42:11 to 7:42:41. I want to add these rows and make them zero

Check the dataset ,iin case uyou have not applied any filters in there!

The Dataset is not filtered, there is actually no data in between sometimes and I just want to add those missing seconds and put zeros in corresponding columns
