How to add a refresh trigger button in user-end when shared publicly?

I was trying to add a button so that user end viewers can trigger a refresh to the dataset using power automate flow. 
So I was following this blog- https://medium.com/@Konstantinos_Ioannou/refresh-powerbi-dataset-with-microsoft-flow-73836c727c33

 

But it turns out that it only works when the report is shared in private. That is if I embed the report publicly, the triggering does not work. I want something like users do not have to log in to trigger the refresh. Is it possible?
