How to add a measures in both rows and columns

I am calculating KPIs for each business process using measures, and arranging them in columns, as shown in the table below. Additionally, I want to include the date in the rows, along with the KPIs for a specific department and the percentage of that department’s KPI relative to the overall KPI.

In this case, I understand that I need to include measures in both rows and columns, but I can only place them in one of these. How can I achieve this?

As per my understanding I answered your question.

If you see above snap, now Sales amount, unit price and Total production cost  are at column level. If you want to convert as rows under each date. There is default option in Power BI Matrix chart.
Format Visual --> Values --> Options --> switch values in row groups rather than columns [turn ON this option]

If you turn on this option result will appear as mentioned snap.
