I have this shape map that I filled with data points and I added the legend to.
I want to add a custom label with a gray dot next to (East, South, West) legend that says Not-trageted. Which will indicate the gray areas on the map.
Is there a way to do that?

There is currently no direct way to add an additional legend to the map visual.
But as workaround:
You can add a Text Box to the map visual > type Not-trageted > resize the font > resize the Text Box > place the Text Box in the right place on the Map visual.
You can get a result like this:
