How to add Conditional Formatting Based on Measure

I am working on % of sales within deadline date.

 

The percentage will change on the card depending on the month selected.

 

How can I conditionally format the card to change colour depending on the value? Below is what I need to achieve.

For your requirement please follow point no 4, conditional formatting with measure.
Please create a measure for Date change and use the measure as conditional formatting.
