I have resurce report as above and tried to unpivot column as below. However, seems I don't have UnPovit column button in Power Query, how to make it happen by formular or something else. thanks

Go to Transform Tab in the ribbon and there you will get unpivot columns options i tried and its working fine
select all cost column while pressing ctrl key and select "unpivot" columns
name value column as a Cost
