Try this:
DIVIDE (
SUM ( 'Table'[Value] ),
CALCULATE ( SUM ( 'Table'[Value] ), ALL ( 'Table'[Subgroup] ) )
)
That will look something like below:
If this doesn't work, please post a sample data that can be copy-pasted to Excel and not an image.
