    Hi muturuf 

    Generally, the best way to implement "virtual relationships" is with TREATAS.

    In this case, it would look like:

    CALCULATE (
        COUNTROWS ( 'Employee' ),
        TREATAS (
            VALUES ( 'Project'[ProjectId] ),
            'Employee'[ProjectId]
        )
    )

     

    Out of interest, why do you want to avoid USERELATIONSHIP in this case?
