I'm confused what this percentage in data label settings means. It's currently at 50%, but changing it to 25% or 75% doesn't really seem to do much.

I made a sample for your reference:
data label density: 0%
data label density: 50%
data label density: 100%
The density of data labels depends on the number of labels on your x-axis, and the more you have, the more obvious the effect.
