How do add additional columns to the default ToolTips for a table visual? And/or How would you create a custom tooltip for a Table Visual formated that same way as the default ToolTip but with the additional columns?

You can refer to the following example.
Creata a measure to union the fields of the table and the related value
Measure = "Computer Name"&":"&" "&MAX('Table'[Computer Name])&UNICHAR(10)&"Model"&":"&" "&MAX([Model])&UNICHAR(10)&"Operating System"&":"&" "&MAX([Operating System])
The UNICHAR(10) is Line breaks.
Then put the measure in a card visual and hide the label of the measure

My question specifically is how do you format the ToolTip to match the default tooltip, creating a tooltip I know how to do, I need help on formatting it to match the default tooltip or help on how to add additional columns to the default tooltip.

You can create a table or multi-row card in a new page then use the page as a custom tooltip.
