How do I send a Project Budget Report to approval flow

Hi I'm looking at whether it is possible for my organisation to manage project budget approvals requests via Power BI.  My thinking is to create a Power BI report which allows users to create a project budget pulling source data from the finance system and allow them to adjust some variables like resources and agreed fee etc and then push this through an approval flow into the new approvals app in Teams.  Presumably it would just need to kick off an automate flow into the approvals app?  In particular anyone in the legal industry who uses TRE 3E?
