I believe this is the measure that will need to be tweaked ...
Count of Note ID =

KEEPFILTERS ( rpt_DD_DailyLog_Dataset[Modifiers] in { "95", "GT", "GW~95", "GW~GT" })))
Total Encounters =
CALCULATE (
CALCULATE(DISTINCTCOUNT(rpt_DD_DailyLog_Dataset[Note_ID]),
KEEPFILTERS ( NOT ISBLANK ( rpt_DD_DailyLog_Dataset[Submitted_CPT] ) ),
KEEPFILTERS ( NOT ISBLANK ( rpt_DD_DailyLog_Dataset[Billed_CPT] ) )
) )
% of Encounters Telehealth =
DIVIDE([Count of Note ID], [Total Encounters])
Below, in the matrix, I have highlighted where the "Count of Note ID" is blank. I would prefer that would show as a "0" so then the "% of Telehealth Encounters" would give the percenatge.

Just Add +0 after the Formula., to get Zero instead of blank
