How do I create an Excel =Series chart

I am trying to recreate a spreadsheet provided. The below chart used the =Series function and passes three values to the chart for the best worst and average values.

Is it possible to create this chart in Power BI?

This is a screenshot of what excel produces as the chart.

I ended up stacking 3 charts on top of each other to accomplish this chart.
