How do I achieve waterfall using matrix table or similar

Hi Team,

 

Need your inputs if below viz can be achieved in PBI. Basically its week on week compare of Actual vs Target.

Below is the screenshot, interested in values in between the red lines. The yellow box represents Actuals. And immediate above blue box represents Target.. We read the data in the direction of

to achieve this effect, you can  use conditional formatting, Apply conditional table formatting in Power BI - Power BI | Microsoft Docs

when weekname= wk0, y=0, color=yellow,

weekname= wk1, y=1, color=yellow, y<1,color= blue,

weekname= wk2, y=2, color=yellow, y<2,color= blue,

weekname= wk3, y=3, color=yellow, y<3,color= blue,

etc.

Measure = 
var _row=MIN('Table'[Column1])
var _col=VALUE((RIGHT(MIN('Table'[Column2]),1)))
return  switch(true(),
_col=_row,"orange",
_col>_row,"light blue")
