in side table
RED mean <30
Yallow mean >30 & <60

This will be soon coming to the conditional formatting options to the table/matrix visual however currently is not possible out of the box what you can do is:
Create Measure with the following code:
Measure = UNICHAR(11044)
Add this to your table visual and make a conditional formatting of the font colour using rules and the just select your values for each color.
