This is a screenshot of an OOB column chart in Dynamics 365:
Here I have added two Legend (Series) entries: one is a count of records, the other is the sum of their revenue. I then added a Region value on the Axis to give me the two columns.
How can I achieve this in Power BI? It doesn't seem to accept multiple Legend values.

For my test, it is not allowed to add multiple legend to a chart. But you can add multiple categories in Axis. Then you can drill down the chart by changing the hierarchy.
Or as @mahoneypat said ,you could use Line and stacked column chart which has two Y-axis.
My visualization looks like this:

A line chart really wouldn't make any sense here as there is no connection between the two columns.
Basically what I am trying to show is the count of all open Opportunites and the Total Estimated revenue of those Opportunities for two regions (let's say North and South).
So theoretically, the fields I would be using are:
Opportunity (Unique)
Est. Revenue
Region
Simplest option is to use one of the combo charts in Power BI (bars and a line).
