As you can see my naive question. New in Power BI so still processing few options. Could you please help me to understand the calculation process:
In progress Count Measure = Overall Status = Complete, in prgogress, (Blanks) AND PWC Actaul Completion Date Filter out blank. AND PWC Schedule Completion Date filter out before Today

I want something like below:
I want to create a measur for : In progress Count = Overall Status column = "Complete", "in progress", "(Blanks)" AND PWC Actaul Completion Date colum Filter out only "(Blanks)". AND PWC Schedule Completion Date filter out before Today <=TODAY()

I have to admit that I do not understand your question. Maybe you are trying to solve an event-in-progress problem, than this article Events-In-Progress for Time Periods in DAX – Gerhard Brueckl on BI & Data (gbrueckl.at) contains all the links one has to know, and of course provides a solution for a special requirement. Start reading the article form Jason Thomas.
If this is not what you are looking for, consider creating a pbix that contains sample data but still reflects your data model (tables, relationships, calculated columns, and measures). Upload the pbix to onedrive or dropbox and share the link. If you are using Excel as a data source instead of using the manual input method, share the xlsx as well.
Describe the expected result based on the sample data you provided.
