Which chart are you using for this visual?
Conditional formatting can be used here by creating a measure and formatting according to it.
Can you chare the .pbix file.
Maybe one of this?
@tazzyjack , click on the visual, it should highlight which visual is this. Check it conditional formatting is supported.
If they are custom visual, you have to connect with the developer

Looks like you are not sure about the chart that is being used.
Is it possible for you to share the .pbix file? Unless the chart type is known, you will get only guesses.
My guess is : Most likely it is not possible in the chart being used as per your screen shot in previous reply.

If conditional formatting is supported. You can create a measure and use that with Field Option
