First, to publish a Power BI paginated report to the Power BI service, you need a Power BI Pro license, or Premium Per User (PPU) license, and write access to a workspace in a Power BI Premium capacity.
There are two ways to add a sub-report.
One is On the Insert ribbon, select the Subreport button, or right-click on the report canvas and select Insert > Subreport.
Another is to select the Browse button > navigate to the report you want to use as the subreport > specify the name of the sub-report in the Name text box.
