How NOT TO filter running Totals on a Line & Clustered Column Charts

I have a Line & Clustered Column Chart shown below with a cumulatives or Running Total shown as LINE VALUES on the visual.

The chart applies few filters on a visual level (see below snip (broken lines are cumulatives)).

The cululatives gets calculated as shown below

What I want is to retain the broken lines (Cumulatives) NOT TO FILTER and show the values provided within the range (see vuisual level filter applied named (V14 Cumulative Baseline) between  19453 and 471609.

I tried to put this filter to (Page and Report Level) but I believe since its a measure Power BI do not allow it to be used at Report or Page Levels, 

is there a workaround on this, How do I force the cumulatives (broken lines) not to filter wheras all other filter should get applied
