How Can Filter function With All Funcation Thanks

Im try to get the filters with this seniro please let me know where im Wrong

nbr_related_investementFilter =
CALCULATE(distinctCOUNT(need_road_investement_coverage_details[_50kmsegement_id]),
all(need_road_station_coverage_summary[Companies]),All(need_all_station_position[operation_type]),
FILTER(need_road_station_coverage_summary ,need_road_station_coverage_summary [_nbr_related_station]>0
))

I would use the below code to count and filter.

 

 

nbr_related_investementFilter = 
CALCULATE(DISTINCTCOUNT(need_road_investement_coverage_details[_50kmsegement_id]),need_road_station_coverage_summary[_nbr_related_station]>0))

but i want Aall funcation as well because i want to ignore this measure from master Filters
