I have a matrix like the following. I'd like to have the quarters highlighted in some way, it could be bold or coloring. The values are in the rows the columns are just columns.

You can use conditional background color in your matrix:
Measure = IF(MAX('Table'[Column]) in {"Q1","Q2","Q3","Q4"},"RED")
Use it in values conditional background color:

@Anonymous , I doubt there is a way. But you can do measure conditional formatting to color
a color measure like
if(isinscope(Table[qtr]), "Blue", "white") , use this in conditional formatting with "Field Value" option
