I suggest you to try code as below.
Conditional formatting =
VAR _MIN = MINX(FILTER(ALL('Table'),'Table'[Origin] = MAX('Table'[Origin])),[Transit])
RETURN
IF(SUM('Table'[Transit]) = _MIN,1,0)Result is as below.

However it is still leaving some blanks.
