Hiding tooltip on matrix row headers while keeping the tooltip for values
I've built a matrix visualization with stepped layout turned off:
I want to create tooltip in which whenever I hover on values I could see the data and don't want to see tooltip when I hover on row headers.
Another thing I have drill down/up thing in matrix on the basis of columns so when I drill up/down and hover on values the
column header values added up in the tooltip not all the values at once.

AFAIK, the default tooltip feature is not highly customizable. Perhaps you can tried to create a report tooltip page and use it to replace the default tooltips on your visuals:
