Help using a parameter to return a specific value from a database

Hello,

I am a novice to Power BI and was wondering if someone could give me some guidance. I'm trying to figure out how to use a parameter to pull back certain values on a specific date. For example, I would like my parameter for 2018-12-31, and when I refresh my database I only want it to return that information. Is that possible?
