Help on conditional formatting percentages above 100% in a matrix rule

Hi, guys

Wondering if you could help me on something.

I have 3 brackets regarding target completion:

0% - 89% - BAD

90% - 99% - OK

100% and above - GREAT

I am trying to represent these % using icons, but I can't make them work, tried a lot of combinations, could you pls have a look for me?

The Percentage there is not for percent measure. It is for allocation.

Use the number in place percent in conditional formatting  "if the value "

As you measure is %, use number from 0 to 1

80% is .8
