Help Required Setting Flags within Power BI

I am creating a web app to capture daily information from volunteers about what time they can help, what jobs they can do, where they can provide support.

I have a report that is used to match skills, time, location to a list of volunteers that can meet the requirement

We have a small team of staff using this report to match needs.  What I need, is to be able to set a flag from within the Power Bi report that marks a volunteer as "unavailable" and removes them from the list of staff once they have been assigned a task, so that they are not asked again that day.

 

The data source is Azure Table storage, and we only have Power Platform O365 licences,  so I don't think that I can create a PowerApp to write this.
