I am seeking assistance in resolving a challenge related to creating a custom map for Odisha State in India. The data I have includes information on States, Districts, and Blocks, along with their respective Latitude and Longitude coordinates.
My objective is to generate a map that outlines the borders of each District within Odisha State, with individual Blocks pinpointed within their respective Districts. I am currently exploring options to connect a data table containing District and Block information to another data table, allowing me to model and graphically represent this information on the map.
Your guidance in overcoming this issue would be greatly appreciated. Thank you for your help.

To create shapes you need to have information on Lat/Lon pairs that form a closed polygon without overlapping lines. There are external tools available that allow you to create such maps in GeoJSON or TopoJSON format. You can then use these JSON files as the basis of you Power BI map visuals.

Indian Village Boundaries (Maps) (datameet.org)
and then MapShaper to tame it
Then you can use the topojson as a custom map
