Here's a cleaned up version of the map file
Note that you have lots of spelling differences in your data. These prevent the mapping of the grey areas.

Super UserTo create shapes you need to have information on Lat/Lon pairs that form a closed polygon without overlapping lines. There are external tools available that allow you to create such maps in GeoJSON or TopoJSON format. You can then use these JSON files as the basis of you Power BI map visuals.

That's just the localities - this will result in idividual dots. What you need is something like
Indian Village Boundaries (Maps) (datameet.org)
and then MapShaper to tame it
Then you can use the topojson as a custom map
