Hi,
I need to build 2 layers of heatmap based on 2 separate fields (ie. Zones and Locations) and have a custom images to display this. The 1st image will show heatmap on Zones with Low, Med and High category. And for a selected Zone, I hope to have the image zoom into Locations and show 2nd layer heatmaps with a different measure categorized to Low, Med and High too.
I have tried Visio, Synoptic and Heatmap, they all does not have the 2nd layer of heatmap, or probably, I may have missed out some custom configuration.
Appreciate any help and suggestion from this community.

Your demand is a good idea, while it is not supported to implement in Power BI currently. You can post your new idea here https://ideas.powerbi.com/forums/265200-power-bi-ideas , to improve the Power BI.
It is a place for customers provide feedback about Microsoft Office products . What’s more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.
If you need to display the layer for Zones and Locations , as a workaround , you may try the Map visual.
