Header and Detail not tally - call existing measure to new measure

hi there, please help me to solve this issue.

when i drag the detail, the number increase from 611 to 615 ( diff 4 )

first measure "total outstanding", its calculate amount of outstanding

second measure "total eligible final" -> distinct count unit where total outstanding < 0 => in this part i recall measure "total outstanding" where "total outstanding" < 0

when i analyze, different 4 unit its because there is 1 unit which has outstanding amount

so if we see in total, 4 unit will follow into 1 unit condition where outstanding amount > 0  

but if we see in detail, its correct because they stand alone

please help
