Header Icons Above or Inside Choice?

Is there NO way of controlling where these header icons appear?

There seems to be no rhyme or reason to whether the header icons appear above the visual space or inside the visual space.

Additionally, just when I think that they are going to show up inside the visual space, I publish and they show up above the visual space.

What the heck is going on here?

ANY insight towards this would be helpful.  I have read a few workarounds that seem a lot of work for such a simple ask.

@jusTodd , I doubt you can control position as of now. it is usually auto-adjusted.  You can remove hide icons and they will disappear in service.
