Groupby from count of anothe table's filtered value

Hi all:

 

Say I have 2 tables

- The first one contains project hour by each week, week number, employee names,  and project code, etc...

- The second one contains contract hour and employee names

 

I want to create a measure / column which can calculate FTE count, which is (total number of project hour of specific project code in a time period) / (total number of contract hour of employees who is doing this project in a time period).

 

There is a slicer of week number and a project list in the dashboard. I want to see the FTE count changing when I select the project / week number.

But I don't know how to groupby them, especially how to group the contract number hours by the week number I selected. For example, in this graph, the FTE should be 14.87, but it tripled because i selected 3 weeks. 

 

I would appreciate a lot with any reply.

Can you share a sample, please? Please mask the sensitive parts first.

Why not divide it by weeks?
