So i've done quite a bit of research. I've found that my measure is calculating by row properly:
YTD.sample.2 = CALCULATE( IF([YTDEarn]-[Period.Earn]>7000 ,[Period.Earn]*[Bonus %] ,IF([YTDEarn]>7000,([YTDEarn]-7000)*[Bonus %],0)) ,FILTER(VALUES(SALES[SALES_PERSON]),[YTDEarn]>7000))
When viewing data in table, grand total is not the sum of rows. Row total is 2076.5381 Grand Total displays 2470.
As a side note i've noticed that all earnings are being sum (regardless of the second condition) when viewing the grand total.

OMG when i tell you thank you. . . This is exactly what I was looking for!
For the values that are NOT YTDEarnings-PeriodEarnings>7000 current filter is multipying the full period earnings by Bonus amount. I'm just unsure of how to get it to calculate grand total based on row totals (sumx?)
