I brought this up becuase i'm still confused with this topic
My team currently gives access to report readers directly at the workspace level(read level)
I suggested using apps but the workspace links have already been shared with a few hundred folks.
Should I publish my reports to an app and reshare links. What advantages will it have over workspace.
Not sure if I understood the advantages here after going through MS documents.
Strangely all free Power BI users are able to access workspace reports.

An app cannot be “personalized” in other words, save as to create a personal version of a report or dashboard which will allow you to save your filters.
another point around apps is if you have more than one report in your workspace, some may be viewer ready some maybe not you can enable or disable those into the app.
Essentially the app gives you more control about what you are exposing to the user, whereas workspaces have more flexibility. The recommended practice seems to be for a large user base use apps, for a smaller user base that are of a more collaborative nature, use the workspace. However best thing to do is to test both and see what works for you if its still not clear what you shoul do.

It depends on what your requirements are but I would say if you have a large audience probably best to go with an app. Workspaces are usually for smaller interactions focused around collaboration, workspaces do however allow more personalisation such as filters but apps can utilise custom navigation and embedded content to make the report more interactive.
