Get "Top N" of a category (Measure) with "By" value (Money Left on the Table) within the top 5.

I want to get "Top N" of a category (Measure) with "By" value (Money Left on the Table) within the Top N. So, if the maximum value in the "By" value (Money Left on the Table) repeats it will still show no more than five measures.

Alternatively, could I calculate Money/"Care Gaps to Potential" (a measure and int) (see table below) then show the N measures with values of that calculation in the within the Top N. 

I could sort the table by "Money ..." then crop the visual to only show the Top N, get rid of the total, and put a white box over the scroll bar, but is that what I must do? Can I limit rows to the Top N? Some measures take up two rows, others take one. If I crop the image there will be truncation at times.

So, if I filter for the Top N, is that top N distinct values in the "by" measure or 5 rows with the highest "by" measure?

Is there a way to work-around the by value being a value?
