Get data issue with commas

Here's what my file looks like. Notice the comma separated numbers in the Q5 column. 

When I import into Power BI, it looks like this. Notice how the commas went away. How do I fix this? How do I get Power BI to import the commas?

In the Query Editor if you delete the Change Type step, then does the problem go away.
