Doesn't look like this is the same text file source. Looks more like something pivoted.
In any case - in Power Query you can run transforms like "Remove top three rows" and "Remove Column1 and Column2" and "Use first row as header" etc to bring your text data into a usable format.
Please provide sanitized sample data that fully covers your issue. If you paste the data into a table in your post or use one of the file services it will be easier to assist you. Avoid posting screenshots of your source data if possible.
