We used proxy for internet and now the BI is not refrehing.

Proxy removed, gateway re installed. Now its working fine.

If your On-premise data gateway gets offline, try to use following command to start it:
net start PBIEgwService
As you mentioned, your network uses proxy, for configuring proxy setting for On-premise data gateway, please see: Configuring proxy settings for the On-premises Data Gateway
