Function to filter with hours

Hello, I need help for the following:

I have 2 different tables where what I must do is have a stock in real time. for that there are several types of movement, input, output, and counting.

Each time a count is made, the stock is forced and is equal to the last count. So to calculate the stock, I must consider the date AND TIME, of the last count, and then add or subtract the movements of inputs and outputs AFTER the date AND TIME of the last count.

Any idea of how I could do it?
