Formula Firewall: Query references other queries or steps

I've reviewed other forum posts and haven't found a solution which works for me. I also attempted the fix Ken Puls blogged about (https://www.excelguru.ca/blog/2015/03/11/power-query-errors-please-rebuild-this-data-combination/) but the fixes I've tried haven't resolved the issue.

What I'm trying to do:

  • I have a table of URLs which I want to use a data sources. There are 60 different URLs in total, spread across 6 records (IE: 6 rows, 10 columns of URLs)
  • When pulling in data from the web, I want my query to look at the table and use the relevant URL as the URL source.

My code:

  • "Data Sources" query is functional, drawing data from from an Excel Table:

  • The query giving the error is failing at the point where the URL is supposed to be pulled in:

How do I correct this problem?
Is this even the right way to make dynamic source URLs?
