Im using a LIVE connection to Azure SSAS Tablular and do not have the option to model the data or format fields.
Are there certain connection types or certain sorces that do not allow this?
Anonymous with a live connection to AAS, you cannot do this, and it is applicable to any of the live connection, for example, if you have line connection to Power BI dataset etc.

Thanks for your answer and also the workaround - this will solve the problem I am contending with.

What I found was that on the SSAS tabular side, the "Properties Window" for the formula is the correct place where the data type can be designated (percent, currency, text, etc). Rather than trying to "Format" the output withing the formula with a typing function, setting the properties of the output to a particular type still allows for some minimal control on the PowerBI side for decimal places, Display Units under the data label settings, etc.
