Formatting Matrix row headers

I have a matrix with 'nested' rows. For example, if you expand the parent category 'Vibrant and accessible heritage, arts and culture' the martix will expand to show the child sub categories: 'No update', 'In Progress' and 'Achieved'.

Is it possible to format the parent (e.g. with bold, coloured text etc.) to make it stand out more from the children? Or use underlines, thicker horizontal lines for the parent lines?

When the groups are NOT expanded the colours are controlled by Values, Values Background color

Sadly conditional formatting is not available for Row Headers but you can vote for the idea here:
