Foreign Key attribute has two different values in another row

Hello everyone,
I have the following problem. I need to make a data evaluation regarding activated services. You can activate and deactivate these services for the devices. I need to make a breakdown of which company has activated which services, but I can't find the correct count value due to the following problem:

The service is running if the service has not been cancelled. However, as you can see, it is possible to activate and deactivate a service for a device.

This would be the service that was deactivated and reactivated 5 seconds later, which you can see in the picture above. However, Power Bi only ever shows me the value that is not blank. And since I filter on Assignement_End = blank and Count of SERVICE_SPLITTED, it doesn't workv

You mean you want to show items with no data right?

You can check the box in the field pane for this:
