Does anybody know if we can force a refresh if someone opens a PBIX file to authorize them and refresh with their data?

There is no option to do such in Power BI.
However, there may be some workarounds to achieve your requirements.
it seems you want different people to use the same reports with their own data.
If the data structure of different tables are the same, it is easy to do.
1. you could create reports with Power BI Desktop,
then
1).one way:
share the power bi file to someone
2).another way:
publish to an App workspace in Power BI Service
(create the App workspace and add others as members, also give edit permission to them.)
then download the pbix as a local file.
2.open the pbix file in the user's server, select "Home"->Edit Queies->Data source settings->"change data source"
If different datasources are not in the same structure, you may do some transform for the new data so it can be applied in the visuals exsited on the report
