There does not appear to be the ability for rich text in the field description (bubble text).
For instance this:
VALUES:
Active, Inactive, (No Class)
NOTES:
- Inactive means class manually marked inactive.
Turns into:
Any way around this to make look like I want it to look, and not have everything run on?

Unfortunately those apply to different things. This is a field property and the same techniques for the links you gave, won't work.
I later found a similar post, where someone from Microsoft acknowledged that this was a bug back in February, and I have asked for a status update.
