We have manufacturer (nissan, vw, etc) and their makes.
When we define filter for both entities they do not interact with each other.
The chart is correc (no Kia, Lexus) but the filter shows these two.
Is there a way to get filters to interact like we can do with visuals ?

Nope, you can't custom interact with these filters. For filter panel filters, they have a high priority than normal slicer and visual interactions and will apply filter effect on visuals data sources.

This is concerning the filter pane - the visuals reflect the correct result. Thinking of adding customer to the vehicle dimension.

you may want to change the Cross filter direction of the relationships to both. But you have to be aware, that this may impact the performance of some measures.
As an alternative, to change the Cross filter direction, you also can consider synching slicer content based on a measure, this is described in this article: https://www.sqlbi.com/articles/syncing-slicers-in-power-bi/
