Filters - Validation and Suggestions

I am looking for some additional defintions around the use of Filters.  I would appreciate if someone could answer the questions below:

• Do page level filters allow users to control the appearance of data on only a single tab?
• Do report level filters allow users to control the appearance of data on multiple tabs?
• What is the most effective way of filtering information out of the view of user, and restrict the ability from a user to add it back to the dashboard in page/report level filters?  Some of my data cannot be cleaned up using the data query tool, and I would prefer to hide it from the consumers of the report.

@Anonymous End users have the ability to remove the filter on whatever level temporarily. If they refresh or go out and come back in to the report the filters would be re-applied. Using the filter is probably the most "out of the way" method to filter out certain data if you don't want to do it in your model.
