which filter level (visual, page, and report) gives first priority in power bi? When we are filtering all three filters with different data?

I don't think it's a case of different levels having different priorities. But whichever is doing the most filtering.
eg, if you are filtering on cities around the world and you set your Visual filter to be USA and your Report filter to cities that start wtih 'S' then both filters will be applied and you will only get Seattle, San Fran etc.
If you swap the filter settings around you'll still get the same cities.

I agree with @Phil_Seamark.
Based on my understanding, the three filter levels (visual, page, and report) works together with an And logic, and there is no priority among them currently. ![]()
