I am trying to filter and only sum up values where the Measure>=3. Here is my measure:

One way to do it is, to first create a calculated table to hold full names and sum of values, then use "Filter" to filter out summed values => 3 , then sum the values in the filtered table to get the value you need.
SumInOut =
VAR AggTable =
FILTER (
SUMMARIZE ( 'Table', 'Table'[Names], "SumVal", SUM ( 'Table'[val] ) ),
[SumVal] >= 3
)
VAR result =
CALCULATE ( SUM ( 'Table'[val] ), AggTable )
RETURN
result
